Having trouble while filtering grand total in an Excel pivot table

I am following steps show in this website to filter a pivot table based on the grand total. I click Row Labels, select Value Filters, and put my filter there. However, the filter does not work in a correct way. As an example, this is how my table looks like originally where the last column represent the grand total. Here are some random trials;

Less than 0.3, Less than 0.12, Greater than 0.15. or For instance, if I filter based on top 2 items, this is what I get.

As you can see, the filter works in a pretty weird way. I was wondering if someone could tell me what I might be doing wrong. The number format is General, and I tried different formatting, but did not work out.
