Below is a table of people. In column B are their ranks for "Running." Column C contains the bucket range each person falls into, column D contains the total bucket counts and column E contains the level of competition within each rank bucket. I am trying to create a formula in column F that selects a person (Name) if the rank ahead of them has no more than a 33% competition level, irrespective of how the file is sorted.
So for example, the formula should select Andy's name in column F because the rank bucket ahead of him (1 to 3) has less than 33% competition. See below for the screenshot. Thanks!
